Abstract
There is an idea at the core of Bratman's theory of intentions that has been systematically ignored by formal accounts: practical reasoning is two-dimensional. In the first level, agents reason from prior intentions towards more concrete ones (from ends to means). In the second level, agents engage in a deliberative process to choose among several alternative means. This paper proposes a formal model of this two-level system based on previous work on the database approach to intentions.
