La regulación de las prácticas recreativas en los Parques Naturales Andaluces

Abstract

El aumento del interés del uso recreativo en los espacios naturales protegidos ha condicionado la aparición de nuevos conflictos e impactos ambientales, lo cual plantea la necesidad de planificar convenientemente estas prácticas. Las exigencias de sostenibilidad de estos espacios condiciona que sus documentos de planificación deban ordenar y gestionar adecuadamente dichas actividades, sin embargo, gran parte de los planes de ordenación y gestión carecen actualmente de una regulación óptima de las mismas desde un punto de vista territorial. En este artículo se analiza la regulación territorial de las prácticas recreativas en los documentos de planificación ambiental de los Parques Naturales andaluces. Las lagunas existentes en la planificación actual animan a desarrollar técnicas y herramientas que ayuden al gestor de éstas áreas protegidas a ordenar las prácticas mencionadas, en este sentido, los estudios de capacidad de acogida adquieren una importancia relevante al permitir determinar la carga real y potencial que presentan los recursos que sirven como soporte a las prácticas recreativas.The interest for the recreational uses in the protected natural spaces has provoked new conflicts and environmental impacts. For this reason, it is necessary a suitable planning of these practices. The suitability of these spaces determines that the planning documents should order and manage these activities adequately. Nevertheless, most of the planning and management documents do not have an ideal regulation of them, from a territorial point of view. In this paper it has analyzed the territorial regulation of the recreational practices in the planning documents of the Andalusian Natural Reserves. The existing gaps in the current planning determine the need to develop technics and tools that help to the agents of these protected areas to order the mentioned practices. The studies of carrying capacity are of great interest because they allow determine the real and potential loads that the resources of the recreational practices present.
