Abstract
The concept of freedom applied to politics can be related to the term of libertas, though it is necessary to analyse whom it is applied to and what it consists of, so as not to confuse it with our modern concept. For Tacitus, libertas is an oligarchical concept, it belongs to the Senate and not to the people. It consists of factual rights, as freedom of speech and of political proposal. Individual action does not help the interest of the state.
