Its significance has been reflected on the increase of academic papers focused on this topic. Scholars’ reflections highlight the fragmentation and limitation of such international regulation of disasters. Also it is shown the lack of a broad set of rules in conventional instruments. These elements are the result of the character “in statu nascendi” of this branch of International Law. In addition, the role of International Organizations, particularly United Nations, in developing International Law is increasing in a context of a faint institutionalization of international society. This paper focuses on the normative function of United Nations General Assembly Resolutions; particularly, its capacity to set up general rules in the field of International Disaster Law. In this way, General Assembly constitutes a crucial instrument to the development of disaster regulations allowing the identification of general rules applicable to these situations.
