The analysis is based on a Performance Measurement System (PMS) using a step-by-step approach. Herein, 29 performance measures (PMs) and 9 key performance indicators (KPIs) have been considered. Altogether 30 road projects developed in 16 European countries under the PPP model were selected for the analysis from a larger database that also contains projects developed under traditional contracting methods. This chapter offers a structured methodology to evaluate success and to explore links between different projects’ performance levels and different PPP schemes and provisions.
